Jan 04,  · Tallinn is the follow-on project to the “Tallinn Manual on the International Law Applicable to Cyber Warfare.” Designed to expand the scope of the original Tallinn Manual, Tallinn will result in the second edition of the Tallinn Manual and . air, space, and the sea. Tallinn Manual identifies ‘black letter’ rules governing cyber operations and provides extensive commentary on each rule. Although Tallinn Manual rep-resents the views of the experts in their personal capacity, the project benefitted from the unofficial input of many states and over fifty peer reviewers. The drafting of the Tallinn Manual was facilitated and led by the NATO Cooperative Cyber Defence Centre of Excellence. The Tallinn Manual analysis rests on the understanding that the pre-cyber era international law applies to cyber operations, both conducted by and directed against states.
